Many people who look everything having a double meaning. These people think that anything long and straight must be phallic - that is one of its hidden purposes is to make people think of a man's private parts - i.e. sexual conquest.
Arrows, swords and snakes are classic phallic symbols.
It was said by some people that a cigar was phallic - that men smoked them to make them think of sex. Sigmund Freud - one of the first and most famous clinical psychologists, loved smoking cigars. He got tired of people talking about cigars as sexual symbols - he said "Sometimes, a cigar is just a cigar" - meaning that just because something is long and straight, it doesn't necessarily have some hidden meaning - some men just like smoking cigars. They aren't thinking about sex when they do it.
"A woman is just a woman, but a good cigar is a smoke." - this is sort of an awful joke. The man that made it up probably meant is as a joke. It means that smoking a cigar provides a man with a pleasure and experience that he couldn't get with a woman. As you can imagine, few people would actually agree, though some would think it funny.

1. Sometimes cigar is just a cigar. This just means that sometimes the most obvious choice is the right one, and it's unnecessary to search for deeper implications.
2. And a woman is only a woman, but a good cigar is a smoke. This is a line from a poem by Rudyard Kipling. My reading of it is that life is ephemeral, but a good cigar can always provide pleasure and satisfaction.
