Schedule according to me is more time centric in use. Example: The train is running as scheduled If I say " I would arrange for a meeting" the sentence in vague and the time factor is missing. If I say I would schedule your meeting at 9 a.m. tomorrow. Arrange is more general. Example: I arranged the flowers in vase. I arranged the books in order.
