Is there any difference in meaning btw these sentences? 1) I'm not leaving until the rain has stopped. 2) I'm not leaving until the rain stops.

Not really. These actually mean the same.

btw = by the way (chat speak; should be avoided). "Between" is a hard word to abbreviate (you shouldn't, really) but if you wanted to I'd err towards 'btwn'.
