What is the difference between "they say" and "it is said"
when one speaks about something what people usually say, but not sure that it's true.
"They say that coffe is harmful to health, but I don't believe it"
"Говорят, что кур доят" :)))

'it is said' is just a passive form and 'they say' is active

In conversation, there they are basically interchangeable. As Mr. Dzeri state, "it is said" is passion and "they said" is active.
