"this old dog" is the romeo referring to himself. It's an American idiom in which old men are referred to as "old dogs". There was even a movie by that name: http://www.imdb.com/title/tt0976238/?ref_=fn_al_tt_1 "kicked up" is brought up or stirred up, arising.
