The reason for most of these failures is that in their rush to change their organizations, managers become mesmerized by all the different, and sometimes conflicting, advice they receive about why companies should change, what they should try to accomplish, and how they should do it

"To mesmerize" generally means "to hypnotize," which means to put a person in a waking trance in which the hypnotist can offer suggestions to the person about what to do, and the person will usually do what the hypnotist suggests.
In your sentence, "mesmerized" means that the managers sort of lose their minds and blindly follow all of the sometimes conflicting advice they receive from "experts."
