"看见” and “看到” tends to be the same in seeing something specific which eyes can see directly.
EG: 我看见你了。(I see you.)
我看到你了。
these two sentences are the same.
but "看见” and "看到“ may be diffrent in abstract level.
EG: we might say 他看不到事情的本质。(He could not see the essence of the things)
but we don't say 他看不见事情的本质。

见, usually couldn't be used alone. Should be 看见(saw), 预见(foreseen), 遇见(meet), 见到(met), 再见(see you),听见(heard).
看到, means have seen.
In ancient time, 见 was written as 見. There are eye(目) with someone's arms and legs(儿).
看 is putting a hand(手) right above the eye(目).
if you directly speak this word 见 , usually it's heard as 贱(cheap).
