what is UTC time if my time is 1pm west coast USA and i am expecting a skype call from Rome
i missed my first lesson because i don't understand the UTC time difference.
i do know that if is 1PM my time in Portland, Oregon then it is 10 PM in Rome, Italy.
But what is UTC time?
