In addition to Tati's answer The problem is where is stress in должно. If it is должнО, Tati is absolutely right, it is a neutral short form of an adjective "дОлжный". But there is also an adverb дОлжно. (Dative case)+дОлжно+infinitive. It is synonym of нужно, but дОлжно is literary and elevated style word. It is often use in theological books and by priests.
