Strictly speaking, this is not a proper sentence. It is a fragment of a sentence that might be used in informal speaking or writing. The subject of the sentence would have been implied from the context. Whatever process or activity was being talked about in the previous sentence is the subject of this "sentence." "making" is not really a verb here, is is an adjective or an adverb, describing the implied subject (the previously-discussed activity or thing). "convergence" means "merging" or "the process of coming together or joining." "inevitable" means "certain" or "unavoidable." So the sentence means "[Something] makes it certain that [something else] will come together."
