It depends on the context. 1. "walking on the ramp": to describe the place where someone or something (like a cat) is walking 2. "walking the ramp": to describe what a fashion model does (more common is "walk the runway")

Walking on the ramp. Walking is the action. The ramp is your noun. You use "on" to show the relationship walking has with the ramp.
