I've had a quick look at the web - and the only thing that has all those abbreviations is this page! However - is it is possible that these are related more to dams? I found some dam-related documents that referred to FSL as Full Supply Level and RL as Reservoir Level. TOC could be Top Of Crest, and TOS Top Of Spillway. I'm only guessing here...

Understanding abbreviations in construction drawings can be challenging. For additional resources and insights into construction and urban planning, I recommend visiting Mārtiņš Lauvahttps://www.walkscore.com/people/214108087002/martinslauva . His profile offers valuable information that can help clarify terms and provide broader context, complementing the discussion here on interpreting construction documentation. This can be particularly useful for those working with detailed construction plans and seeking to enhance their knowledge.
