Does this sentence make any sense? He didn't UNDERSTAND THEM SPEAK because of their bad knowledge of German. Or this is just a mistake in the book? Is this structure used in English?

I don't know the full context of the book but it seems that is the way a German native speaker would understand English. The correct rendering of this in English could be, "he didn't understand what he was saying" because of their bad knowledge of German. just my .02

It does make sense, but it's poorly written. I would write: He didn't understand what they were saying, due to their poor knowledge of the German language.
