What does " "with an intent air" mean?
After a time, a little dark-brown dog came trotting "with an intent air" down the sidewalk. A short rope was dragging from his neck. Occasionally he trod upon the end of it and stumbled.
I wonder what "with an intent air" means? please..

It means "determined." The dog was walking very determinedly down the sidewalk. Based on the rest of the excerpt I would say that he had been abused by his former owners and had made up his mind (decided) to find a new home, even if that was difficult.
