She was named after an infant whose family was part of the nobility; perhaps the parents were a Duke and Duchess, or or some similar rank. Ethelberta's mother had previously worked for this family as a head nurse, caring for their baby.
If you touch something up, you make small improvements to it. so her teachers "touched her up" by teaching her various skills.
