It's a cute nickname, usually from parents to their daughter, or between a couple in a close relationship. If you address a woman you don't know as "pumpkin", you can expect a sharp slap to the face. ;)

'Pumpkin' is often used as a term of endearment like 'honey' or 'sweetheart'.
