Yeah. If the conversation is:
A: Thank you.
B: Anytime
Then B is saying they will help A anytime, i.e. it's not a problem, i.e. A is welcome.

Yes, as a response to "Thank you", you could say:
-- You're welcome.
-- Any time.
-- My pleasure.
All are common and mean the same thing.

Sorry, I'm not a native speaker. I think it means more something like "It's always a pleasure to help you." So it has a slightly different meaning than "you're welcome", but is used in similar or same circumstances.
