north is closer to Russia west is closer to Korea and Japan

For example ,the north,now in winter,is very cold but the air is dry so that I can bear it. However,in the west,the cold and humidity are insufferable.

Generally speaking,they have two differences.The first is regional difference,the second is dialect difference.
