What is the difference between "based on" and "based in"?

Use "based in" for locations. It means a person works primarily from that location, but may work in other places.
Use "based on" for something which inspired or influenced another idea. You'd normally hear "A movie which is based on a book"... so the book provided the main ideas for the movie.
