I've having difficulties in this section, can anybody please explain to me how this works?
Or does the い became ら in this case?* = exceptions particular to this conjugation
Conjugation rules for negative verbs
For ru-verbs: Drop the 「る」 and attach 「ない」
Example: 食べる + ない = 食べない
*For u-verbs that end in 「う」: Replace 「う」 with 「わ」 and attach 「ない」
Example: 買う + わ + ない = 買わない
For all other u-verbs: Replace the u-vowel sound with the a-vowel equivalent and attach 「ない」
Example: 待つ + た = 待たない
Exceptions:
する → しない
くる → こない
*ある → ない

入る、しゃべる、切る、帰るare U-verb, not RU-verb.
So, just like other U-verbs, replace 'u' with 'a' , then attach ない。That's why you get ら(ra)。
はいる はいらない
hair-u ---- > hair-a-nai
Btw, しゃべない is incorrect. It should be しゃべらない。

I am not sure what your question is exactly.... These are all Godan verbs (Group 1, U-Verbs) and you conjugate them to the plain negative by changing the る to ら and adding ない.
Please note: しゃべる ➨しゃべらない.
With conjugation, you just just have to learn what type of verb the ones that end in る are because there are exceptions to the rules (like the examples you have given above).

As Jared-san said, ru of 食べる and 入る[はいる] aren't the same. Ru of はいる is as same as the one of しゃべる、切る、帰る、乗る、etc. The verb 食べる conjugates irregularly but はいる、しゃべる、切る、帰る、乗る、etc conjugate with the change of らりるれろ.
はいらない
しゃべらない
切らない
乗らない
