To be honest, the question isn't easy. If you don't show who you're speaking with (a interlocutor) - said (say). If a interlocutor is - told (tell).

They are basically the same, but it is the words you use around said (say) and told (tell) which determine which word you use.
Examples.
Present tense.....I am going to tell him I am sorry for shouting at him.
Past tense......... I told him I was sorry for shouting at him
Present............... I am going to say sorry for shouting at him
Past.................... I said sorry for shouting at him
