If I want to describe a palace with many ornaments , very luxurious , can I say overelaborate building? what adjective can I use to mean excesively ornate?

You could say that the building was highly decorative.
You could say that the building was highly ornate.
You could say that the building was excessively ostentatious.

Elaborate means the same as detailed. Elaborate is most often used by itself but you can also say that it is very elaborate. To fully express the value of the work, Mandy gave some very good examples.
