Could you please rewrite this sentence?
The further off this solid obstruction, the longer time will elapse for the return of the echo.
1. Does this sentence mean 'if the source of voice is further off a solid obstruction, the return of the echo will elapse longer?
2. Could I say 'The further it is off this solid obstruction, the longer time the return of the echo will elapse?
3. Why does the original sentence ommit something without following the more it is/does..., the more it is/does...structure?This is the context: Everyone knows that if he shouts in the vicinity of a wall or a mountainside, an echo will come back. The further off this solid obstruction, the longer time will elapse for the return of the echo. :)

This is just an example of leaving out a part of the sentence that is understood from the sentences surrounding it. In this case:
The further off this solid obstruction [is from the source of the noise], the longer time will elapse for the return of the echo.
"this solid obstruction" refers to the wall or mountain mentioned in the previous sentence.
You can make this kind of sentence in English, for another example, in the same context of echoes, we could say; "The further off, the quieter it gets." But this only works in a situation where we can infer what "it" is, and what that thing is further off from. In this case, "it" is the echo, and it is further off from the solid surface, but only if the other text is also there.
It would be more natural in normal speech (in my opinion) to say "The further off this solid obstruction is, or The further off this solid obstruction is from the source of the noise" in order to avoid confusion, but the example you gave is also technically correct.

you need to put this sentence into context for it to make more sense. All that it means is that for example you are yelling in an canyon, the mountain is 500m away, and it will take the echo 3 seconds to return to you. If the "solid obstruction", in this case, the mountain, is further away, say 1000m, it will take the echo 6 seconds to return to you, the increase from 3 seconds to 6 seconds is described by "the longer time will elapse for the return of the echo"
