Perhaps this problem very important question Please ,Could you look at question ? Does "to be" use at the Present Perfect Tense ? For example : We use " I was happy " at the Past Simple Tense but How we use "to be" at the Present Perfect Tense ? I think Past Simple and Present Perfect are both very complicated, aren't they? What are you think ?

Yes, "I have been" has many uses. Remember that the perfect tense implies that the action is already completed and suggests that whatever "I have been" might no longer hold true.
