Your sentences with 'he' and 'she' and 'they' are wrong: It should be: Does he speak? Does she speak ...? Do they speak...? With question and negative forms in simple tenses, the main verb (speak) never changes - it is always in the base form ie speak. You don't need an 's' for the 'he' or 'she' form, because it is already in the auxiliary verb (does). The other sentences are fine.
