Most likely, it is a subject phrase using a gerund (-ing form) (turning) and an adjective (now). But this is only a guess.
If you gave a sample sentence or the sentence you found the two words in, someone could give you a better answer, probably

'Turning now' is used to indicate a change of topic in a speech. It's a kind of discourse marker.
For example, a speaker would say:
'Turning now to the difficult question of rising unemployment ....'
This tells the audience that the speaker has stopped talking about the previous topic, and is now going to begin talking about unemployment.
