Further to what Neil said, in Canada and the US a cul-de-sac would only be a 'fancy' street with no exit, usually a neighbourhood with houses, and it's usually rounded. A dead end, by comparison, is any street or ally that ends without putting you through to another street.
A "blind street' might refer to a street where you can't see the cars coming. In Canada we would actually use a the term "blind corner" - usually when you're driving, and you have to inch out further into the street to see if anyone is coming, but you can't see oncoming traffic because it's "blind" (maybe there's a bush or a parked car in the way)
