Depending on the punctuation at the end, it can mean "Are you a foreigner (non-Korean)?" or "He/she is a foreigner (non-Korean)." 외국 = foreign country 외국사람 = foreigner (foreign country + person) 이세요 = a polite form of the verb "to be"
