"Where do you live?" asks about a location. I live in Berlin. "What do you live in?" asks about the thing that you go inside and call your home. I live in a shoebox in the middle of the road. "Where do you come from?" asks about an origin. I come from the countryside of Moldova. "She was free to go to where she liked" is not exactly right. Use "where", not "to where".
