Not quite.
The verb to 'bargain' doesn't take a direct object : you always need a preposition. You bargain with someone, about/over/for something.
So you might say 'Did you bargain with the shopkeeper over the price?'

Yes it is. If you ask this to your friend or stranger. It's going to become a question.
For example-Do you buy cloths on bargain on price?

I agree with Su.Ki. I think a more appropriate verb would be "negotiate": "Did you negotiate the price?"
