Are these same? If not, Can you explain them? "blighted rose" and "withered rose"

Not precisely. If a plant is blighted it usually means it has been infected by disease which could cause it to wither. A blighted plant might also be withered, but a withered plant could be withered because its growing season is over, so it isn't necessarily blighted.
