What the meaning of "compile with"? The phrase is in"Thus I compiled with"and encouraged the odd bureaucratic logic of Affirmative Action"from my textbook. Thank you.

It's probably "complied with" not "compiled with". There is no verb "compile with", only "compile". "To comply with" means to follow or obey a rule e.g. a law, or in this case a logical principle. So here, the writer is talking about the principle of "affirmative action" (positive steps to tackle discrimination in public life). He / she thinks the logic of affirmative action is odd or strange but he / she still obeyed it.
