Can I use the word socraigh to mean to set up an aquarium/fish tank. That is, to dump a bag of stones into the bottom of the tank, add my plants and other tank ornaments like sunken ships, caves, etc , and also put the filter in and fill the tank?

You could use "socraigh", but I'd prefer "feistigh" or "cuir i bhfearas".
"Umar éisc" and "uisceadán" are equivalent to "fish tank" and "aquarium" respectively, you can use whichever one you prefer.
