Used as a adjective to describe someone, 'base' refers to their morals, personal character, trustworthiness etc. which are 'base' or 'lower than other peoples', so you should not trust this person. 'Gross' can mean many things that are not nice as a description of someone. So, base and gross is describing a person who is not trustworthy and horrible.
