In general terms, if you buy something outright, you buy it in one single transaction, usually for cash. You are then the owner of these goods or this property.
If you aren't able to buy the wines outright this means that you don't have enough money to pay for them all at once. You maybe pay a deposit on them, and come to some arrangement with the suppliers about how to pay the balance at a later point.
