It refers to his tendency to talk a lot and maybe not listen to others very much.

"Talkativeness" is a noun. Usually people would use it as an adjective "talkative". It is the subject of the sentence because you can switch it around and get: His talkativeness annoys me.

I would say it's an attribute because it describes him. The adjective form would be talkative.
