Everyone's idea of "best" is different. I live near Washington DC, and I like the area, and the free museums downtown. But I also like the mountains in Colorado and the climate in California.

What do you like? History? Go to Boston or Washington DC Beach? Go to Florida or California or maybe even New Jersey :-) Mountains? Go to Colorado I have been to most places in the USA and my favorite cities are: Boston, New York, San Francisco, and Austin.

California! It's like its own country. We have mountains, oceans, deserts, rivers, plains, farming, hills, Disney Land, Yosemite (must go), Hollywood, San Francisco, Sequoias, Redwoods, the tallest mountain in the continental USA -Mt Whitney (you can hike it), beaches and earthquakes :-P I am biased though.
