Some people will say it but it's generally considered ignorant and wrong.

Only people who are, like Sam stated, ignorant and wrong. Some people think it's funny, some people are racist, and some just don't know any better, as sad as that is. You hear it sometimes, but it's not a common thing that is considered a correct way to say it.
