(A) Advancement
(B) Advances
(C) Advancing
(D) Advance
The answer is (B) Advances
But I just what to know that why is (C) not the correct answer?

There is "are" in the sentence so that means it has to be something plural. :)

Advancing is a gerund and functions as a noun, but in general the gerund-noun is singular, so it would be 'Advancing/To advance ... allows'
