#3 is probably the best. I would say "I am practicing my English speaking skills."

The meanings aren't all the same.
Colloquial english =/= oral english. Instead, colloquial refers to the vernacular informalities of a language; mannerisms.
It would sound more natural to say something like "I'm going to practice my spoken English"
