What's the difference between "institution" and "regulation"?

These words are not close in meaning and so I cannot do any better than refer you to dictionaries. Do you want to understand how they are used in specific contexts? If so, I suggest you post these contexts and perhaps we can help you more.

As Michael said, there is no similarity between the words.
Your example does not make sense, sorry.
Institution is an organisation. Some words from a dictionary: 机构 or 机关 or 事业 (I don't know which is best)
Regulation is a rule or law. 规定 or 规则 or 条例
