I've never heard of it, but I'm 90% sure it means a liquid cleaner made for cleaning kitchen countertops. A kitchen counter is the work surface in a kitchen. In theory food can touch the counter, so you want to keep it clean from bacterial contamination. And you would want a cleaner that wasn't poisonous and wouldn't make you sick if any of it got into food.
