It's a little hard to tell without context, as it may be technical jargon. But I think that it means that there are regions of high contrast, that have lots of information. I think (partly based on other questions you are asking) that contrast means optical contrast - as in there are regions of distinct dark and light areas, or with different colours. This has 'information' in the computer/signal context.
