In this context I would translate to english: "May I speak/talk with ...." , like asking if it all right.

Få= Recieve, to be given eks: Jeg FIKK en bil. but you can allso use it like this: To be allowed= Å FÅ lov So the sentece you wrote could allso be written like this: "Kan jeg få (lov til å) snakke med...?", but we usually say this.
