Are "With respect to", "With regards to" and "In regards of" the same?

'With respect to' and 'with REGARD to' both have the same meaning. Both are used to mean 'on the subject of' or 'concerning'.
Note that it is NOT correct to use 'with regards to' in this way.
'In regards of' doesn't exist.
