How can I improve my oral English?
I'm English major, and my writing, reading and listening are not so bad. However, my spoken is underimprovement. I've tried so many ways to improve it, but it all failed. Therefore, who can give me some advice?

Can you give us some detail regarding what you've done to try to improve your speaking? You might have some bad study habits that you don't know about.
Anyway, speaking isn't particularly complicated. It just requires A LOT of practice. However, improving your pronunciation helps a lot. I've noticed both in myself and others that if you're not confident pronouncing certain sounds in a language, you will avoid those sounds (and thus, words with those sounds) as much as possible. If you think this is your problem, ask a native speaker to work with you on pronunciation. Also use forvo.com.
Likewise, make sure you are confident in how you use vocabulary. You don't want to just memorize a word and its meaning; you want to know exactly what type of situations you would use it in, what pronouns apply to it if any, what idiomatic use it has, and what alternative meanings it has. In other words, you want to become intimate with the word, know it so intuitively that you can immediately use it when necessary.
But again, your best bet is just to practice as much as you can. This is especially useful if you talk about things that interest you. If you like debating philosophy, try doing it with a language partner. The passion you will feel when discussing a topic you really love will really help you to speak the language in an intuitive and natural way.

Diego has some good advice. By the way, we say spoken English or English speaking skills. Native speakers don't say oral English.

It might sound weird, but I talk with my dogs in English. Also I usually read books in English loudy.
