I know that before 'sure' there are adjectives, but in theses sentences they have another meaning, don't they?

Yes. Pretty sure means that you definitely think you're right, but there is a reasonable possibility that you're wrong, and Quite sure means that you're pretty much positive that you're right.
It's basically a difference in confidence. Both indicate confidence, but quite indicates even more confidence
