to the best of my understanding it would be an inspirational quote telling people to use logic reasoning in political or business choices, and sim not only to better yourself, but the entire world.

I think you got it mixed up.
People usually say, "Think global. Act local." This is the famous slogan of HSBC, the bank.
Why? You should have global vision, because the world is one continuous entity. No country is an island. You should act according to local custom and local needs because otherwise you will be at odds with your target market.

The usual expression is "Think globally, act locally", which means to be aware of the effect on the world as a whole of individual actions and behaviours that might otherwise seem to only to have a local effect. For example, catching a fish like bluefin tuna that you may not see often in your waters may deplete the whole world's stocks. Your quotation would be the inverse of this.
