"Buon compleanno" is the specific wishes on the birthday recurrence
"Tanti auguri a te" are generic whishes that can fit also other occasions
In the song, as it's translating the text of a foreign song "tanti auguri" fits better than "buon compleanno" in the music, that's all. Ciao
