Is this correct, 'The park is lively'? I mean many people are here and they are having a great time. Thank you!

It's not wrong, but you could say instead 'the atmosphere of the park is lively' in other words, it implies people being there, noise, activity, etc. With that said, 'the park is lively' would convey that impression anyway.
